wish: different frac digits for fuel price

Add a new "Numbers option" named "Frac digits fuel", to allow us to display fuel price with more digits.

For exemple, I want all my transactions to be displayed with 2 digits after comma. (64,23)
But I want the fuel price to be displayed with 3 digits. Cause fuel price in gaz station are displayed on 3 digits. (1,547)

No, for several reason:
1) let's stay in each currency definition: thousand of euro cents does not exist (so 0,007 euro does not exist)
2) fuel price is related to psychological price (and mostly to ensure more profit to fuel distributors and fuel companies)
3) whatever the price of the liter of fuel is, the important amount in the vehicle cost report is the total price of your refuel !
