Bug Description
Create a utility that can:
1. (Re)build the reconciliation prefix tree
2. Update foreign key relations (revocations, primary UID/UAT, signer full-fingerprint)
3. Re-validate & repair database key material
1 & 2 would be useful after a bulk load or problems. 3 is useful for fixing existing databases if a defect is discovered in Hockeypuck's OpenPGP packet processing, or new functionality is added (ECC keys, V3 packets, OpenPGP 5, etc.)
