SKS getting an HTTP 404 when requesting keys from Hockeypuck

Bug Description

From /var/log/sks/recon.log, on an SKS configured to peer with Hockeypuck:

2013-06-29 02:36:28 1 hashes recovered from <ADDR_INET [192.168.122.1]:11371>

2013-06-29 02:36:38 Requesting 1 missing keys from <ADDR_INET [192.168.122.1]:11371>, starting with C44D17C04C60932CC649320575EE53B0
2013-06-29 02:36:38 Error getting missing keys: Failure("HTTP/1.0 404 Not Found\r")

Hockeypuck's digest calculation *should* be correct, it has unit test coverage with SKS black box data comparison.

Possible causes:
1. Zp representation of the digest is wrong
2. op=hget problem

Turned out to be missing /pks/hashquery. I've since added support for this query method.
