Bug Description
As Hockeypuck starts to support other public-key cryptosystems, SSH, X.509, general key exchange services, etc., each of these should be organized into subpackages so that a deployment can pick and choose which services will be provided in a server build.
OpenPGP-specific key services should be moved into a hockeypuck/openpgp subpackage.
