Bug Description

text parsed from UIDs to support word based indexing should all be translated to lower-case characters. (We had this bug for a while in SKS. I think it was fixed in 1.0.9)

Example: searching for 'clizbe' in Hockeypuck returns no results. Compare with
http://keyserver.gingerbear.net:11371/pks/lookup?search=clizbe&fingerprint=on&op=index which returns 7 keys.
