Bug Description
Since ##linux-il channel needs Hoborg to be restarted i was thinking that it would be nice to have a restart command that will completely shut down the bot a will restart it with the latest source if there's any.
of course that this one should be accessible only to admins.

Now the !exit command restarts the bot instead of exiting the bot.
