hipfw does not always remove iptables rules on exit

Bug Description

When hipfw is killed with killall on OpenWRT after being started from the init script at boot-up of the device, its rules with the target QUEUE remain in iptables. Hence, no HIP connections can be made from that device before removing these rules manually.

I suggest duplicating flush_iptables functionality from debian/hipl-firewall.init.
