cloud tools links are dead

On https://help.ubuntu.com/, both the juju and maas links at the bottom of the page are dead, I believe these are better links:

https://docs.maas.io/
https://docs.jujucharms.com/

You may also consider adding cloud-init:

https://cloudinit.readthedocs.io/en/latest/

Yes, we know the link is dead, but thought there might be a new link at some point as Peter Matulis said (on 2018.03.18) they would now reside somewhere on docs.ubuntu.com.

Anyway I'll just delete it for now, and we can re-instate some link if it ever exits.

@ Peter Matulis; If you want them deleted, as per your suggestion in youe e-mail of 2018.03.18, then go ahead. Myself, I prefer to keep some links to somewhere for this stuff.
