Stop converting apt:<package> links to apps.ubuntu.com

Bug Description

apps.ubuntu.com previously offered a convenient web interface to the Ubuntu package repositories. When building the HTML version of the desktop guide, we have therefore converted apt:<package> links to equivalent apps.ubuntu.com links.

However, apps.ubuntu.com now redirects to snapcraft.io/store, so those converted links are broken.

I asked Jeremy Bicha if he is aware of any other way but simply dropping the conversion, but he isn't.

So my conclusion is that we start showing href="apt:<package>" also on the HTML pages.

It's worth noticing that equivalent links in upstream gnome-user-docs is of the format action="install:<package>". Since that format doesn't work on Ubuntu, at least not currently, we convert such links to our preferred format when building the gnome-user-docs package.
