I was downloading without limitation until ~14:32
then I enabled limiting to 160KB/s .. it still peaks eating all bandwidth, it's just very "chopped", more as if it starts/stops in big chunks.

This is a bug with HellaNZB and not LottaNZB. LottaNZB only acts as an interface for HellaNZB. The sad thing is that the HellaNZB project is dead. You might be interested in SABnzbd+ (http://sabnzbd.org/), which we are porting LottaNZB to (http://www.lottanzb.org/2009/06/thoughts-about-the-future-of-lottanzb/).

I'm marking this bug as 'invalid' for now.

HellaNZB indeed has a poor bandwidth throttling algorithm. It just seems to download at maximum speed for a while and stops downloading after that so that the average speed will match the specified limit. According to the HellaNZB developer (http://hellanzb.com/trac/hellanzb/ticket/45) the problem lies in the Twisted code.

Regarding SABnzbd: It's definitely much better at throttling the download speed.
