Using statistics about previous movie build times, improve the time estimation function.

Used stats from previous builds to create linear estimation functions for predicting time to build/encode a movie. Based on finding, database schema was extended to include additional fields such as the Resque queue number at the time of the request which will likely be helpful in producing even more accurate numbers in the future.
