Add support for enabling/disabling back-end modules

Currently modules can be disabled pretty simply by removing their actions from the list of valid actions in api/index.php. To simplify things even further though it may be useful to have some place where users can specify either modules that should be enabled or modules that should be disabled. When displaying documentation, only docs for the enabled modules should be shown.
