Error occurs rarely during JPX requests. Currently not easily reproducible.

Problem: kdu_merge is still running when the same file is re-requested.
To see this in action: request a large movie in JHelioviewer, and then immediately afterwards paste the URL to the request in a web browser. JPX summary file error should appear.
Solution: return a warning to the effect of "That movie is currently being processed. Please try again in 1-2 minutes".
