[feature request] user selectable time range for events

Bug Description
Currently, events are found by querying the Event web service with the current Observation Time and a fixed time range. This time range should be selectable by the user. At present, there is no need for each catalog to have a different time range. The most sensible units for our current catalogs are hours. The time range chosen should be shown in the Feature/Event manager.
