F/E - FRM Mouse over and fade outs

 - I selected only active regions. With the mouse hovering on the Active region Feature/Event line, i.e. "[x] Active Regions (44)" the fade-out response is exactly that of the line below "[x] HMI HARP (26)". When at the F/E level and mousing-over, the fade-out should not apply to any results for all the FRMs for that F/E.

+ Hover events have been modified to fix the case where hovering over the F/E checkbox row immediately after hovering over the top-most FRM checkbox row would not produce the expected fade-out behavior in the viewport.'

+ Additionally, fade-outs now only occur when directly hovering over a F/E checkbox label, not full width of the row in the accordion. This should be more intuitive to the user and match the CSS highlighting behavior (light blue box around checkbox label).
