F/E pop-up windows: events close to the limb, and events having a peak time

Bug Description
- sometimes for events close to the east limb (on the right) when a pop-up window appears, the right edge of the window is outside the viewer window, and so some of the information in the window is not visible.
- for events that have a peak time, there should be an icon that shift the date/time of Helioviewer to that peak time, in the same way there are small icons |< and >| that shift the date/time of Helioviewer to the F/E start and end times.

+ Pop-up windows now display to the left of the event marker when the marker is close to the East limb of the sun.
+ Pop-up windows containing peak-times now have an icon and event binding to shift the date/time of Helioviewer to that peak time.
