heat stable braches are broken with CEILOMETER_BACKEND=None

The default backend for ceilometer stable branches is 'none'. As devstack-gate does not set it to mysql now[1], we've to set it explicitly enable ceilometer-api service[2].

    Fix ocata gate issues

    This includes two changes:

    1. set CEILOMETER_BACKEND=mysql for pike/ocata
    2. Switch integration jobs to use local mirrors

    The Fedora 24 image mirror used does not exist anymore.
    Let's use Fedora 26 and the nodepool morrors.
