Bug Description

Discussed in https://ask.openstack.org/en/question/97564/heat-stack-with-unreachable-resource-stuck-in-failed-state/

In Mitaka if a server set in OS::Heat:SoftwareDeployment is unreachable (deleted, shut down or otherwise), Heat will keep on waiting for it to succeed till timeout is reached, then drop into Failed state.

Please consider backporting it to Mitaka.
