Allow configuring no of workers for api services with apache

Bug Description

At present it's hard coded in the apache configuration files in-tree[1].

Also use the $API_WORKERS to set the number of daemon processes with devstack.

    Make number of workers configurable with apache

    This also adds the CustomLog directive to separately log
    requests.
