No error when the templates contain a reference to a non-existing file

Bug Description

I tried to deploy with the tripleo-heat-templates and I had the tenant network mapped to noop:
  OS::TripleO::Network::Tenant:
   /usr/share/openstack-tripleo-heat-templates/network/noop.yaml

In Ocata there is no more a "noop" network and you're supposed to map to OS::Heat::None, but I got no error about it! The deployment failed and when I looked in /etc/os-net-config/config.json it didn't contain any of my network configuration.

It was very hard to guess where in the templates my problem is. Deployment should stop immediately if there is a reference to anything that doesn't exist, instead of just ignoring it silently.

It looks like a duplicate of bug #1634260, can you confirm you have this fix?
