No error when the templates contain a reference to a non-existing file

Bug Description
I tried to deploy with the tripleo-
OS::TripleO:
/usr/
In Ocata there is no more a "noop" network and you're supposed to map to OS::Heat::None, but I got no error about it! The deployment failed and when I looked in /etc/os-
It was very hard to guess where in the templates my problem is. Deployment should stop immediately if there is a reference to anything that doesn't exist, instead of just ignoring it silently.
