Stack resource list should return empty list instead of NotFound

Bug Description
Create stack with any template and type:
heat resource-list <existing_stack> -f name=<nonexisti
You get: Stack not found: <stack_name>
I believe that this is wrong behaviour:
1) There is a stack with this name
2) We should return empty list if we doesn't find any resource that matches the request, similar to stack-list or resource-type-list.
