Bug Description

Create stack with any template and type:
heat resource-list <existing_stack> -f name=<nonexisting_resource_name>
You get: Stack not found: <stack_name>
I believe that this is wrong behaviour:
1) There is a stack with this name
2) We should return empty list if we doesn't find any resource that matches the request, similar to stack-list or resource-type-list.

Changed in heat:

Reason: Hi, this patch stays untouched for few months, would like to abandon for now. Feel free to restore it if you still working on this. Thank you!
