Stack create failed due to timeout when the group property of config is the default value

Here, I did not set the group property in config resource. So , the value of group is the default value "Heat::Ungrouped"

When trying to create stack , it failed due to timeout after a long time.

Modify the template, and configure the group value to "script" , then stack creation will success.

So, we should add the validation to check if the group value of config resources has been specified correctly. It should not be the default value if the config resource has been associated with software deployment resources.
