no docs for Monasca heat resources

Bug Description

Last year some Monasca heat resources were added:

- OS::Monasca::Alarm
- OS::Monasca::Notification
- OS::Monasca::AlarmI
- Custom constrain 'monasca.notification'

Yet I don't see them anywhere in the documentation which makes them difficult to use.

I'm filing this against monasca and heat as I don't who is supposed to write the docs.

They are automatically generated. The reason these are not, is that (for some reason) only the monasca resources have the following method defined:

https://github.com/openstack/heat/blob/master/heat/engine/resources/openstack/monasca/alarm_definition.py#L206

This checks to see if the client is installed (and it doesn't seem to be) see:
https://github.com/openstack/heat/blob/master/requirements.txt
