Bug Description
This is observed on a tripleo stack where stack-delete is called on a stack which is still in-progress.
Restarting heat-engine and doing stack-delete again seems to unwedge the delete and allows it to complete.
It may be possible to replicate this with a template that has TestResources with a long create times inside a ResourceGroup with multiple members. Create the stack and delete it while the TestResource resources are IN_PROGRESS. The stack should delete immediately, and not wait for IN_PROGRESS resources to finish

This bug is related to bug #1533176. Once it is fixed, the stack delete should be able to immediately cancel the running stack operations by invoking cancel on current operation and then updating with empty template.
