Not sure if it is reproducible. I will recheck the patch https://review.openstack.org/#/c/241973/ but didn't want to loose this valuable information.

I think this is duplicate of https://bugs.launchpad.net/heat/+bug/1503180. I know the the issue(lock is not released before update of the next batch starts during rolling_update). However, I've not been able to come up with a solution yet.

I'm marking this as duplicate. Please change if you think otherwise.
