Bug Description
On kilo version.
Create a stack and then heat-engine is down after resource change to INIT_COMPLETE.
Then try to update this stack after heat-engine back to normal, but the resources in INIT_COMPLETE status will remain in INIT_COMPLETE.
This issue is fixed by this commit in liberty.
