Test for encrypted parameters doesn't traverse _refresh()

Bug Description

The following test - test_encrypted_parameter.py covers the basic functionality of an encrypted parameter. However, it does not traverse _refresh(). A resource that takes an encrypted parameter as an input will cover this.
