Bug Description

We allow user to specify the property "VPCZONE_IDENTIFIER" which means a list of subnets in AWS CloudFormation, but now heat just allow one subnet for this property, I think we should delete the constraint and implement to assign multiple nics for instances in asg, there is a related bug long long before: bug1096017.
