SoftwareDeployments don't work for non-CREATE actions

Bug Description
If you specify some action which doesn't include CREATE in the actions list, we never create the deployment, which means that e.g DELETE only deployments are never applied.
The problem is the code checks for action==CREATE when deciding if the deployment should be created, this should really just check if the resource ID is set.
