integration tests for adopt/abandon should skip themselves when Heat is not supproting those actions

Bug Description
Currently when Heat is configured to disable adopt/abandon features, integration tests for adopt/abandon feature fail due to BadRequest response from Heat. Ideally though these tests should skip themselves in such configuration (with appropriate reason message).
Also these failing tests do not cleanup the created stack after themselves.
