Bug Description

Current implementation of the ResourceUnknownStatus exception is ignoring status_reason of a resource. This may result in insufficient information for users to diagnose the stack or resource when exception is thrown.

    Enable ResourceUnknownStatus to report status_reason

    This patch enables the ResourceUnknownStatus exception to report the
    detailed resource status reason (if given). By default, the status
    reason is set to 'Unknown'.
