stack creation fails for trying to attach an 'attaching' volume

the environment and scenario is similar to https://bugs.launchpad.net/heat/+bug/1388140 but the error is not the same.
On my testing I came across this error when starting off with a minimum of 2 instances in the autoscaling group:

Resource CREATE failed: Error: Resource CREATE failed:
Error: Resource CREATE failed: BadRequest: Invalid volume: volume 'f5b04f3d-6259-473a-a5e9-06ac129e5695' status must be 'available'. Currently in 'attaching'

Probably a waiting condition should be inserted here?

Tried several time with the template mentioned in desciption "the environment and scenario is similar to https://bugs.launchpad.net/heat/+bug/1388140 but the error is not the same."

But cannot reproduced. Also the issue creator Amit Ugol cannot reproduced the issue too.

So I set the issue incompleted.
