Can not setup keystone endpoints for other regions other than RegionOne

Bug Description

Now the region name used in heat-keystone-setup to create endpoint is hard coded to RegionOne. So two problems:
1. It does not work if I want register heat endpoints for other region,
2. It does not work if I want to register heat endpoints for multiple regions.
