ignore .idea folder in heat

If we use JetBrains PyCharm as python develop tool, JetBrains PyCharm would automatically generate its config folder name .idea in the root dir of your python code. Many Code projects, such as nova and cinder, have ignore .idea folder. Project heat should also ignore .idea folder.

I think it is every developer's responsibility to include his/her tooling files in in her/his own global git ignore file, not a project one.

I agree, it seems bizarre that every project should be expected to maintain gitignore data for every possible editor's temporary files, given the proliferation of developer tools and preferences.

That said, the precedent appears to have been set in several other projects, so we may have to just merge this an align with those projects?
