api doc claims stack create return is 201

Bug Description

Return code for stack creation is 200.
v1 API ref states it should return a 201: http://developer.openstack.org/api-ref-orchestration-v1.html#stacks
either the API or the doc is wrong is this case.
Tested with heat 0.2.10.9

From various discussions, we decided to fix the docs, not heat (at least until we create a v2 API), related to:

https://bugs.launchpad.net/heat/+bug/1298518

So closing this one wontfix and marking as affecting the api-site

Nikunj Aggarwal - feel free to take the api-site bug if you wish and propose the docs fix, you can use Jeff's patch referenced from bug #1298518 as a reference
