raise failure ResourceFailure: DBError: Session is already flushing

I am trying to austoscale the stack using Heat. I have used the template at http://paste.openstack.org/show/80539/. The stack is made without any issues. when i ssh into the stack instance and overload it by running stress command the ceilometer genreates MemAlarmHigh alram but the heat doesnot autsocale instead it gives the following error logs(Heat engine) of which can be found at ask.openstack.org where i first posted the question. https://ask.openstack.org/en/question/29775/heat-stack-db-error.
