tempest-dsvm-neutron-heat-slow fails with DB error resource with id XXX not found

tempest-dsvm-neutron-heat-slow tests failed on unrelated change with the following in console.log:

FAIL: setUpClass (tempest.api.orchestration.stacks.test_neutron_resources.NeutronResourcesTestJSON)
TimeoutException: Request timed out
Details: Stack heat-1123813991 failed to reach CREATE_COMPLETE status within the required time (600 s)

The screen-h-eng log has:

ERROR heat.engine.resource [-] DB error resource with id 6dc605f8-c5b8-4617-98af-06645e5e0ecc not found
WARNING heat.engine.signal_responder [-] Cannot generate signed url, no stored access/secret key

Couldn't find anything relevant in recheck bugs, so I filed a new issue.

Looks like nothing to do with Tempest tests. Please reopen in case of any updates required from tempest side.
