Updating health monitors from several to zero does not work

When you create pool with associated monitors (or monitor) and then try to update using template without association (delete all monitors from pool) it does not work.

    Correct update to zero numbers of health monitors

    If property 'monitors' is in prop_diff and equals to None ot [],
    we should not skip dissociating step for monitors.

The unit tests for this are causing issues in milestone-proposed. Since this is a relatively low priority bug (and related to the generally problematic stack-update) I'm going to remove it from RC2.
