Bug Description
Neutron lbaas does not support setting a security group on a load balancer. This causes the wrong security group's rules to be associated with a loadbalancer created in private network. The neutron lbaas resource type in heat needs to be extended to allow passing security groups to neutron lbaas creation once neutron supports the feature.
