suspend a suspended stack error

If suspend a stack which is already suspended, some resource will throw exceptions,and the action will fail.for now ,a FAILED stack can not be suspend or resume again.I think that the suspend or resume action for resources should return directly when the resource is in expected state.

    Add state check when suspend or resume stack

    If suspend a stack which is already suspended,
    some resource will throw exceptions.and you can't
    suspend or resume that failed resource.

    Add stack check when update or resume,if the
    state of stack is expecter,return directly.
