Nova server gets deleted immediately after failed create

Bug Description

If a nova boot fails during instance resource create it gets deleted immediately. This is different behavior to most other resources, and makes it harder to investigate failure causes.

This is unnecessary as the server will get deleted on stack delete anyway.

    Do not delete nova server on create fail

    To keep in line with the behaviour of other resources,
    a nova server should only be deleted on resource delete.
