Bug Description

Currently heat-cfntools won't work with heat on several recent distros (F18, 19, recent Ubuntu, soon RHEL, probably others) due to boto >= 2.6.0 moving to v4 signature format (ref bug #1122472).

Since the keystoneclient support for v4 signatures is now released (patch https://review.openstack.org/#/c/26013 released in keystoneclient 0.2.4), it makes sense to backport the API part of this fix to stable/grizzly, so we don't restrict the variety of guest images supported by heat grizzly to only those containing boto 2.5.x

This also means that debug/test tools like heat-boto and heat-watch will work when using stable/grizzly on recent hosts which package boto >= 2.6.0
