According to http://docs.amazonwebservices.com/AWSCloudFormation/latest/APIReference/API_DescribeStacks.html the StackName is not a required parameter to DescribeStacks, and if it is not present the description for all stacks should be returned.
This used to work, but since the commit https://github.com/openstack/heat/commit/e848c080790996e85fbbe0080e50b51d9deab46c we now get:

$ heat-cfn describe
ERROR:Failed to describe. Got error:
ERROR:Data supplied was not valid: <ErrorResponse><Error><Message>A bad or out-of-range value was supplied:No stack_identity provided</Message><Code>InvalidParameterValue</Code><Type>Sender</Type></Error></ErrorResponse>
``` |
