Expecting to find username or userId in passwordCredentials

I am using RDO newton openstack and I followed this guide: https://docs.openstack.org/project-install-guide/orchestration/newton/install-rdo.html

Provided all details correctly in heat.conf file as per documentation. But when I try "heat stack-list"
I am getting 503 service unavailable with log file showing error message as "Expecting to find username or userId in passwordCredentials"

heat-api logs shows token generation has some issue, so it's authtoken section that is culprit.

After spending lot of time I came across this article (https://ask.openstack.org/en/question/69130/launching-heat-stack-from-horizon-expecting-to-find-username-or-userid-in-passwordcredentials/) and after editing heat.conf as per this article I get my heat working well.

What exactly went wrong here? Do we need to fix documentation?
