Bug Description

Hi,

After the introduction of the circular check on Juno, some templates got broken.

Example: https://github.com/openstack/heat-templates/blob/master/cfn/F17/WordPress_Single_Instance_With_HA.yaml#L136-L138

In this case the --watch parameter needs to be removed according to these guidelines: https://bugs.launchpad.net/heat/+bug/1315048

    Fixes circular dependency check and alarm action

    This template is not compatible with the new circular
    dependency check introduced in Juno. Also the alarm action
    needs the alarm url.
