Bug Description
Write an in-instance hook which allows cfn-init (and its associated metadata syntax) to be used for provisioning software on instances using SoftwareConfig and SoftwareDeployment resources. The hook will be integrated with os-collect-
A strategy will be required for substituting the input values into the cfn-init metadata, since cfn-init has no concept of inputs/parameters.
