Bug Description

Write an in-instance hook which allows chef to be used for provisioning software on instances using SoftwareConfig and SoftwareDeployment resources. The hook will be integrated with os-collect-config/os-apply-config/os-refresh-config.

    Chef-Zero software config hook

    Implements a software config hook for using chef-zero, an in-memory,
    standalone chef service. Chef-Zero has replaced chef-solo as the
    preferred serverless implementation, therfore this patch replaces
    the previous chef-solo patch at https://review.openstack.org/#/c/80229/.
