hidden stack by tag test uses hardcoded tag

Bug Description

The actual default in the heat.conf is 'data-processing-cluster' , but the test uses a hardcoded value of 'hidden' that is set by the devstack-gate hook when deploying heat in devstack on upstream CI.

To be usable in a standard tempest usage scenario (validating existing, non-DevStack clouds) the tag that must be considered as hidden has to be configurable in the config of the heat-tempest-plugin.

    Make hidden stack tag configurable

    the current hardcoded value is different from the default one in Heat
    and is mainly applicable to a Heat deployed with devstack-gate on CI.

    To make this test pass against an OpenStack cloud in a general case
    the tag that must be considered by the test to be hidden must be
    configurable.
