Heat status column incorrect in horizon

Bug Description

The Status column in stacks or resources list sometimes shows the
progress bar for a status which is not in progress. The status code for
these columns needs to be fixed and refactored so that the heat topology
diagram uses the same code.

In the latest implementation of heat-dashboard (stable/pike), the process bar is hidden even if the stack/resource is in progress.
The row presenting a stack/resource with status in-progress, keeps updating ever several seconds without showing process bar.
