Extend Opportunity filters to package permalink page

Bug Description
In a package's permalink page, filters are not applied. This is a problem because filters are now used to remove opportunities marked Applied or Irrelevant. Also, people may want to filter opportunities at this point anyway. We should show the Opportunities filters on this page with helpful defaults.
